City Manager's Office
Responsibilities
Cleveland's City Charter establishes the City Manager as the chief administrative officer of the city. The City Manager is appointed by and serves at the pleasure of the City Council. The City Manager's responsibilities include:
- Working closely with the Mayor and City Council to develop policies and ordinances to improve services and resolve issues affecting Cleveland and its residents.
- Hiring, training, disciplinary actions, and termination of all city employees according to personnel policies established by the City Council.
- Preparing the annual budget and implementing its programs once the budget is approved by the City Council.
- Ensuring that all laws and ordinances adopted by the City Council are enforced fairly throughout the community.
- Working with residents and members of the Cleveland business community to address and solve problems.
