ADVERTISEMENT FOR BIDS
Sealed bids for the furnishing of all labor, material, equipment, and services for the Peerless Road NW/25th Street NW Bridge Extension in Cleveland, Tennessee will be received until 10:00 AM (Eastern Time), October 21, 2019 by Kristi Powers, Budget/Purchasing Coordinator, City of Cleveland, Cleveland Municipal Building, 190 Church Street NE, Cleveland, Tennessee 37311 at which time and place they will be publicly opened and read aloud. Bids being mailed for this work should be addressed to City of Cleveland, Attention: Kristi Powers, P.O. Box 1519, Cleveland, Tennessee 37364-1519.
The work to be bid will be the 25th Street NW & Peerless Road NW Intersection Improvements – Phase 1. The intersection improvements for Phase 1 Construction will include extending the existing 5’ x 5’ concrete box culvert for the purpose of relocating the right turn lane and improving the turning radius from 25th Street NW onto Peerless Road NW and for the future (Phase 2) addition of a right turn lane from Peerless Road NW onto 25th Street NW. The Phase 1 improvements will include: excavation and construction of 90 total L.F. of concrete box culvert extension, mineral aggregate base stone, asphalt paving, catch basins, 24” HDPE storm drain pipe, concrete curb and gutter, guardrail installation, traffic control, and all necessary erosion control measures in compliance with permit coverage issued by TDEC.
Plans, Specifications, and Contract Documents may be obtained from Professional Engineering Services, 189 Mose Drive, Suite 102, Sparta, Tennessee, 38583, upon payment of $ 150.00 per set (non-refundable). Bids shall be submitted on the separate copy of the PROPOSAL supplied for this purpose. Plans, Specifications, and Contract Documents must be purchased from PES prior to the bid opening for a contractor’s bid to be considered qualified.
A Pre-Bid Meeting will be held in the City Council room at 190 Church Street NE, Cleveland, TN 37311 at 10:00 AM (EST) on October 10, 2019.
Bid submission shall be in accordance with TCA §62-6-119. All bidders must be licensed general contractors as required by the Contractor’s Licensing Act of 1976 of the General Assembly of the State of Tennessee and qualified for the type of construction being bid upon. Each bidder shall write on the outside of the envelope containing his bid (1) his contractor's license number, (2) the license expiration date, and (3) that part of the classification (HRA-C) applying to the bid. The bid will be returned unopened if the above information is not labeled as directed. The Owner reserves the right to waive any informalities or reject any or all bids.
A bid bond in the amount of five (5%) of the bid on the form shall be provide and subject to the conditions of the Bid Guaranty. The successful bidder will be required to furnish an acceptable payment and performance bond in the amount of one hundred percent (100%) of the contract price. No Builders Risk is required. Liquidated damages in the amount designated in the Specifications and Contract Documents will be assessed for failure to complete the work within the contract completion time as specified therein. No bidder may withdraw his proposal within sixty (60) days after the actual date of the opening thereof.
