Meet the City Manager
Joe Fivas, City Manager of Cleveland
Joe began his career with the City of Cleveland August 11, 2016. He, his wife Julie and two daughters are excited to be in Cleveland and are looking forward to settling in and working to move Cleveland forward. He has a Juris Doctorate from Western Michigan University Cooley Law School, A Master's degree in Public Administration and a Bachelor of Science degree. His past experiences include working for Michigan Speaker of the House, and being the Assistant Director of State Affairs for the Michigan Municipal League. He is a former member of the North Carolina League of Municipalities (NCLM) Municipal Finance & Tax Committee; A member of the Alliance for South Charlotte Communities; North Carolina City & County Manager Association (NCCCMA); International City Management Association (ICMA); and the Union West Rotary.
Experience:
Budget development; Aggressive Capital Improvement Plan; Development of planning & engineering initiatives for community with high growth demands; Strong communication skills with City Council, school district, local colleges. Chamber of Commerce; Management of municipal legislative and regulatory issues in state agencies; legislature and Congress; Expertise in energy, transportation, infrastructure, environmental, economic development, land use and telecommunications issues; Enhancement of relationships between federal, state, local governments and other private and public organizations; Implementation of strategic plan designed to accomplish goals of the organization; Management of public policy issues; Management of state regulatory process and administrative rule processes; Development and maintaining of relationships with Governor's office, state departments and special interest associations; Management of constituent relations and oversight of constituent problem solving.
